Noisy CPU cooling fan

When I start my computer the cpu cooling fan makes a noise for several second.

Is this because of lack of grease?
I don't know what to call it so I'll just call it grease.

Please tell me the correct term if you know what I mean.
and it would be good if there's an example picture too.

i never oil fans - i found the problem returns after a short while.
in most cases, it is due to wear in the fan (bearing) - so best replace it.
