Fiber Splitter: Effect on Bandwidth

We currently have fiber pair running from location 'x' to location 'y' (approximately 5 miles distance). A vendor wants to use a "splitter" to split our line in case of a disaster. My question being, if this extra line intended for disaster recovery is not utilized, will my pipe between sites suffer? We have a lefthand SAN at each site (x and y) and they are replicating to each other. I need to make sure that performance will not be affected by someone implementing this "split" method.
