How can I change fan speed of power supply?

I have a PC which I built myself, and trying to quiet it down. The fan for the power supply runs constantly. This is on a Win7 64-bit OS. Any help is greatly appreciated.

Problem: how many fans is too many fans on a computer case

i have the oportunity to get 10 case fans for 20.00. can i modify my case to put these fans on the side and the back of the case? is it bad to have too many cooling fans on one case? right now i have an antec 900 case which has 3 120mm fans and a 180mm fan on top. thanks!

Problem: Upgrade problems - Motherboard Fans etc. work, but no display, no beeps.

I'm upgrading my pc using components from my friend's pc - New (to me) Mobo (Asus Av8 dlx), processor - Athlon 3500xp+, 2 gig ram in 4 x 512mb, 450w power supply. Using my sound card (SB Audigy), and graphics card - ATI X800 GTO. (agp). The problem is that although I know I've connected everything...

Problem: Video Cards - Newer cards need major cooling?

If I go purchase a upper-echelon video card, what kind of cooling system would it be wise for me to include?

Problem: Does not boot , no beeps , screen just blank , fans run and cd light goes on

Does not boot , no beeps , screen just blank , fans run and cd light goes on. I have tryed to flush the bios (battery out for 30mins) I happend after a guy installed more ram with the pc still pluged in.
