Screen appears blank after bios loadup screen whilst turning on the PC

Hi, Our Hp computer in the factory shows a blank screen after bios load up screen when we boot the pc up. I have changed the vga cables and tried a good working monitor and still it displays a blank screen? Does this mean I have to purchase a new graphics card? Many Thanks Kesh
