PC restarts OK, but wont turn on (after shutdown) without PSU rocker switch

On an XP Pro machine, when we restart the PC it works fine. But if we shut down the PC, and wait a while, and then try to turn on the PC with the power button on the front, there is a throbbing / wavy sound and the leds / lights on the fans and motherboard and psu pulsate in the same way and the PC...

Voice into mic heard out speakers

I have a Soundblaster Live! Value sound card using Win98. Any sound picked up by my microphone is immediately heard out the speakers. How do I stop mic input going straight out my speakers?

HOW DO I MEASURE CASE FANS?

How do you measure case fans? I see in the catalogs, 40mm, 50mm, 60mm, 80mm. Is it measured diagonally? Square? Horizontal? I guess I need an inch/mm converter, too.

What is Netflow and how is it enabled?

I have 2 Cisco 3845 routers and I am interested in gaining a better understanding of what is going on with them. I have been led to believe that Netflow could be a solution. How easy is this to enable? And what does it do?
